Just an add to this, ctfmon.exe really is the culprit but you don't have to manually shut down the exe file. Only thing you have to do is remove all the other input languages (from Regional and Language Options) and leave just one. In my case I just removed English and left Finnish (since I only use/have a Finnish/Swedish keyboard). Also remove the "Extend support of advanced text services to all programs" tick if you have it.

This makes it so that ctfmon.exe doesn't have to monitor what input language is suppose to be on every program. The ctfmon.exe goes away and is not loaded on startup anymore.

You can even have IE7 installed (even though I don't have it on my main PC). At least it appeared (after many tests) that the delay didn't occur anymore when ctfmon.exe was gone but IE7 remained installed.

edit: This is probably why ataris_kid still had the lag. He had an alternative language in the list thus leaving the ctfmon.exe monitor / running on the system.

(although my windows media player is still laggish... but oh well, you can't have everything.)

I realize this is a bit late in the day, but I've been struggling with exactly this problem for a couple of weeks now. It's a difficult one to describe, but I just happened google the right phrase this time and found this post. CTFMON killed, problem fixed. Thank you.

YES!, killing ctfmon.exe fixed my lag as well!

I was able to trigger the lag every time before having ctfmon running, now i do not experience any lag at all.

Did you try those instructions provided in the MS article? They might work.

Well, that's strange. Whenever I check "Turn off advanced text services", ctfmon.exe is automatically killed.
