This happens with SSL and PHP Curl

If you disable SSL in SDK communication, this problem completely goes away! Question is are you comfortable in disabling SSL?

Well, SQS should honor whatever the charset is (which is apparently doesn't because if it did then ISO-8859-1 should have worked).

Well, that's a good catch. No, the data is not UTF-8. But it isn't Base64 either. It's a combination of UTF-7 (that ordinarily encodes 8-bit octets as Base64, but leaves 7-bit octets alone) and percent-encoding whereby I encode any octet that is...
