We have bug, I believe. Site navigation toolbar should be inside content frame.

Yeesh. Nice bug.

In my internet, it’s very hard to see why that bug shouldn’t be ”Site navigation toolbar should be something that sites which benefit from it implement themselves.” Once you start sticking it in the document (since reimplementing frames as separate bits of chrome would be a bit too complex for such a tiny win), you really have to ask whether there are that many sites that have a natural top/next/previous, but are somehow unable to provide their own navigation links.
