Terminal Report of the UNEP/GEF South China Sea Project

The terminal report of the UNEP/GEF South China Sea was recently finalised by the Project Director, Dr. John Pernetta. (image) This report provides inter alia a detailed account of the project's operation; outputs and outcomes; achievements, failures, and lessons learned; management and scientific innovations; and the proposed mechanisms for the implementation of the Strategic Action Programme for the South China Sea. The Project Director and the final remaining members of the Project Co-ordinating Unit thank the many hundred members of the project network for their individual and collective contributions, both substantive and social, that resulted in the many successes of the project and which form the basis of this report.

Finalisation of the Revised Strategic Action Programme for the South China Sea

(image) The Ninth Meeting of the Regional Scientific and Technical Committee (RSTC) and Eighth Meeting of the Project Steering Committee were convened in Viet Nam from 20th-22nd August and 25th-26th August, respectively. Both committees gave careful consideration to: activities and achievements of the demonstration sites and pilot activities; the regional training programme; operation and maintenance of the project GIS and databases; and operational considerations for implementing the revised Strategic Action Programme. Important outcomes of the Project Steering Committee meeting include: approval of the final revised Strategic Action Programme for the South China Sea (SAP); and agreement on the text for a Memorandum of Understanding among the countries bordering the South China Sea concerning co-ordination of actions undertaken to implement the Strategic Action Programme for the South China Sea. A tenth and final meeting of the RSTC was convened in Thailand from 17th-19th December to further consider the implementation of the  SAP and initial draft independent evaluation report. Signing of a Memorandum of Agreement to strengthen environmental protection, biodiversity conservation, and welfare in the transboundary water area of Cambodia and Viet Nam

A Memorandum of Agreement (MoA) was entered into between the People’s Committee of Kien Giang Province (Viet Nam) and the Governor of Kampot Province (Cambodia) on Saturday 29th March 2008 in Kampot, Cambodia. (image) Under this MoA the two parties agree to implement the policy and framework for cooperation in the management of coastal ecosystems and natural resources between the provinces of Kien Giang and Kampot in order to strengthen environmental protection, biodiversity conservation, and welfare of each province.
