A man with an extensive history of mental illness and property damage has been charged with arson in connection with a fire that severely damaged a Washington state mosque Saturday.

Immigrant advocacy groups said Tuesday that U.S. Customs and Border Protection officers are allegedly turning away asylum-seekers before their claims can be heard, violating obligations under U.S. and international law.
