In 1945, when FDR died, the New York Times described Harry Truman as becoming the 32nd President, when today, most people regard him as the 33rd. I recall reading that the State Department resolved the matter by an official ruling, which declared that Grover Cleveland was the 22nd and 24th President, and the subsequent presidents were to be numbered accordingly.
