A network node distributes a time reference to a user equipment (UE), and the UE, using an internal clock function, time-stamps the logged measurements and/or events relative to the received time reference. When the UE has logged measurements, the UE indicates to the network node that it has an available measurement log. The network node may then request several UEs to deliver their respective measurement logs. The network node is then able to retrieve time-stamped measurement information from the measurement log of each UE relative to the sent time reference. The network node is then able to compare measurement information from each UE in a cell provided at the same time interval in all UEs.

When a radio link failure occurs in user equipment in a current cell, if security information is activated, the user equipment initiates a radio resource control (RRC) connection re-establishment process. If a re-establishment cell is selected before a re-establishment timing times out, the user equipment sends an RRC connection re-establishment request to a network device, and records an identifier of the re-establishment cell in a radio link failure report. The user equipment sends the radio link failure report to the network device, so that the network device determines, according to the radio link failure report, a reason why a radio link failure occurs in the user equipment.

Surface markers may communicate only with each other and mobile terminals, or also communicate with network access points to forward information from other surface markers. Each surface marker optionally includes a reflector around at least a portion of the housing.

Therefore, the base station can select a suitable unlicensed spectrum to communicate with the UE, thereby reducing strength of possible interference caused to communication between the base station and the UE on the selected unlicensed spectrum.

In one implementation, a LTE-U device may select a frequency block, in an unlicensed frequency spectrum, based on measured signal strengths and decoded Master Information Blocks (MIBs) that are broadcast in the unlicensed frequency spectrum. The LTE-U device may initiate communications via the selected frequency block by transmitting a MIB that includes a token identifier field that identifies the selected frequency block.
