Today's three tier system is based on which tier has the most money to spend on the legislative elections and how many chip they can call in when they want a bill passed. Not much different than the special interests that influenced the votes in 1933. It has nothing really to do with what is best for the consumer or the overall industry, but what is best for the guy with the deepest pockets. Obviously the Kentucky legislature has nothing better to do than make new laws that at the behest of a small well funded interest group. I'll finish this tirade by saying that I am not a fan of ABI but see this type of political maneuvering in many states across the country.
