Yes, you are right. Only related in that Google's transparency push involves both those things. I do know that besides providing transparency on viewability, they have recently been doing more to address fraud: http://blogs.wsj.com/cmo/2014/11/11/google-has-a-new-fraud-prevention-tool-too/
