I think this a great idea Holly and I keep meaning to comment . Since you're using Baen as a sort of model, why not start off with an online magazine like Jim Baen's Universe? I think this would be cheaper and build some steam. I think this could work very well with the volunteer model. The SF/Fantasy crowd tend to be early adopters so I don't really see there being resistance to reading an e-magazine. Maybe other establish authors could contribute original stories for free, sort of to support the 'cause.' The International Thriller Writers did this with an anthology where they donated the proceeds to the organization. Anyway, just thinking out loud, but it sounds like an idea with potential.
