The U.S. Court of International Trade

Although Nov. 1, 1980, marked the creation of the U.S. Court of International Trade, the need for such a court was created nearly 200 years earlier, just after the first Congress of the United States enacted the first tariff act imposing duties on imported goods (Tariff Act of July 4, 1789). The Empire State Chapter presented a Distinguished Achievement Award to Judge Jane A. Restani, the first woman chief judge of the court at an admissions ceremony held this past summer.

This past term the Supreme Court delivered the constitutional "knock and announce" rule its coup de grace. Although the Court had already riddled the "knock and announce" rule with exceptions in various prior decisions, Hudson v. Michigan is important in that it definitively confirmed the rule's status as a second-tier constitutional right. However, Hudson may ultimately have far more significant consequences.
